     Jerome Lefkowitz Returns to PERB as Chairman

On April 17, 2007, the New York State Senate confirmed the Governor's earlier nomination of Jerome Lefkowitz to serve as Chairman of the Public Employment Relations Board for a six year term. He became PERB's Acting Chairman on February 16, 2008.

Mr. Lefkowitz returns to PERB after serving as Deputy Counsel for the Civil Service Employees Association, Inc. since 1987. From 1967 to 1986 Mr. Lefkowitz was PERB's Deputy Chairman, followed by a year during which he served as a member of the Board. He had been an Assistant Attorney General specializing in labor law appeals from 1958 to 1960, the Counsel to the New York State Department of Labor from 1961 to 1965, and Deputy Industrial Commissioner of the Labor Department from 1965 through 1967. Mr. Lefkowitz received his B.A. from New York University and his J.D. from Columbia University Law School.


     Board Member Confirmed

On December15, 2008, the New York State Senate confirmed Governor Paterson's nomination of Sheila S. Cole as the third member of the Public Employment Relations Board. Her appointment results in a fully constituted board for the first time since Marc A. Abbott resigned in June 2004.

Since 1978, Ms. Cole has been an arbitrator of collective bargaining disputes in the public and private sectors. She has also served as an arbitrator, hearing officer, and mediator in other types of employment matters, such as discrimination and Education Law §3020-a discipline and discharge cases. Ms. Cole received her B.S. from Cornell University and has a J.D. from Albany Law School of Union University where she was an editor of the Law Review.
